Bulgaria features four distinct seasons with relatively low operating and consumption costs, making it an ideal location for community-based children's playgrounds. As an EU member state, it follows unified regulations for amusement equipment and cross-border trade. CE certification and TUV EN1176 certification are mandatory for all playground equipment. Below is a practical step-by-step guide for new entrepreneurs.
1. Market Research & Business Models

Core Business Advantages
Bulgaria is home to many large-scale theme parks, leaving a huge market gap for small and medium-sized indoor children's playgrounds in local communities. Low rent and labor costs, together with supportive policies for small and micro enterprises, create a friendly business environment. Supported by local families and coastal tourist groups, the business maintains stable foot traffic all year round.
Three Main Business Models
Community Indoor Playground (Top Choice): 200-500 square meters, targeting children aged 1 to 10. Equipped with soft play areas, handicraft zones, building block areas and role-play zones. Short-term childcare service is available. It requires low investment, carries minimal risks and enjoys high repeat customer rates, perfectly suitable for residential areas.
Shopping Mall Playground: Located in core shopping malls with natural customer flow. Focus on parent-child party services and light entertainment for higher average spending. Rental fees are relatively high, while seasonal impact is limited.
Comprehensive Playground (Advanced Option): Over 500 square meters for children of all ages, equipped with large amusement facilities and small outdoor play areas. Ideal for well-funded entrepreneurs, mostly built in suburban areas of tourist cities.
2. Site Selection Standards
Prioritize densely populated residential areas and neighborhoods near kindergartens or primary schools. Choose the second floor or above in shopping malls for lower rent and less noise. Avoid pure tourist attractions due to low customer repurchase rates.
Confirm with local municipal authorities that the land is approved for entertainment business. Renovating industrial buildings or regular residential properties for commercial use is prohibited.
The site must be equipped with dedicated parking spaces and standard fire exits. Conduct full-scale moisture-proof, anti-slip and mildew-proof treatment. Install air conditioners, fresh air systems and dehumidifiers indoors.
3. Compliance Requirements
Equipment Certifications (Mandatory)
CE Certification: The basic market access standard for all products sold in the EU. All playground equipment, soft furnishings and floor mats must bear valid CE marks, complete test documents and bilingual user manuals.
TUV EN1176 Certification: Specialized safety standard for children's playground equipment and a key inspection item by local authorities. It covers structural stability, anti-pinch design, flame retardancy, weather resistance, moisture and frost resistance. All equipment needs annual official re-inspection. Any equipment with expired certificates must be shut down immediately.
Local Business Qualifications
1) Company Registration: Set up an EOOD (Single-Member Limited Liability Company) first, and complete tax registration and tax number application.
2) EORI Number: The unique EU-wide customs identification number for economic operators. Registration is required for the first import of playground equipment from non-EU countries, which is used for customs declaration, clearance, tax payment and official inspections. Bulgarian EORI numbers start with BG. It is permanently valid with no annual fee and recognized across all 27 EU member states. The application takes 1 to 3 working days with complete documents; apply 15 to 30 days in advance. No EORI is needed if purchasing equipment within the EU.
3) Special Permits: Business license for amusement venues and public health permit. All staff must hold valid health certificates.
4) Fire Safety Inspection: Fire exits, emergency facilities and flame resistance of building materials will be strictly checked, in accordance with equipment certification standards.
5) Mandatory Insurance: Public liability insurance, equipment property insurance and employees' work injury insurance. Full coverage is required.
4. Venue Layout, Decoration & Equipment Acceptance

Functional Zoning
Toddler Zone (1-6 years old): Soft play facilities, sand pits, picture book corners and role-play areas. No sharp edges; enhanced moisture and mildew resistance for all materials.
Older Kids Zone (7-12 years old): Climbing frames and obstacle courses with protective barriers installed in line with EN1176 standards.
Supporting Areas: Parent lounge, mother and baby room, independent party room and light catering area.
Decoration & Equipment Acceptance
Carry out moisture-proof, anti-slip and frost-proof construction across the whole venue. Install temperature control, ventilation and dehumidification systems. Deploy full-coverage surveillance cameras with video footage stored for no less than 90 days.
Post bilingual notices next to each facility, including play rules and age/height restrictions.
Keep all customs clearance documents and certification reports for imported equipment properly filed to cope with random official inspections.
5. Pricing & Profit Model
Adopt a strategy combining high-frequency consumption and diversified revenue streams to fit local consumption habits.
Basic Tickets: Single entry ticket (children only, parents enter for free), 10/20 multi-visit passes, monthly/quarterly/annual membership cards. Slightly raise prices during peak tourist seasons.
Value-added Services: Birthday party packages, half-day/full-day childcare, parent-child handicraft courses, affordable light meals and creative products.
6. Promotion & Seasonal Operation
1) Promotion Channels
Online: Local groups on Facebook, Google Business Profile and short videos on Instagram.
Offline: Cooperation with kindergartens, early education centers, maternity stores and community management. Offer rewards for customer referrals.
2) Seasonal Operation
Highlight indoor cooling services and increase anti-slip checks in summer. Prioritize childcare and indoor courses in winter, suspend outdoor facilities and strengthen mildew prevention maintenance. Organize themed activities and membership renewal promotions in spring and autumn.
3) Grand Opening Activities
Offer half-price tickets for new customers, discounts for membership sign-ups and free trial days in the first week of opening to quickly accumulate customers and build a good reputation.
7. Risk Prevention
1) Import Risk: Register for an EORI number in advance if importing equipment from non-EU countries, to avoid cargo detention and extra demurrage fees.
2) Compliance Risk: Never use equipment without valid CE and TUV EN1176 certificates. Complete annual equipment re-inspection on time.
3) Operation Risk: Inspect facilities daily and disinfect the venue regularly. File taxes legally and follow local labor regulations.
4) Climate Risk: Prevent slippery floors in rainy seasons, and ensure frost protection and indoor dehumidification in winter.
Wish all entrepreneurs a smooth opening and prosperous business! May your children's playground gain great popularity and excellent profits in Bulgaria.
